the people who run the .web alternic domain i presume are the people who are
  going to run it.... they have been selling domains for quite a while.
  

Read the IAHC report Skeeve. all new gTLD need to be shared. anternic and
related people don't get an exclusive. Your au.web might be visible, but it
might not if the policy issues for .web dictate otherwise.

Its too early to say. visibility by 5% of the internet does not have to make
it "prior accepted"
