On the contrary, the network performance and stability of the
delegated domain server is one of the few aspects of a DNA's
performance that will effect all Australian internet users.

A less solid number is required.  The current problems with
the AARNet Victorian regional network flooding its three
Telstra FastPac links mean that no one is likely to get less
than a 300ms response.

To be fair to the DNA, measurements should be to the closest
edge of the AARNet network.

Anyway, more important than the response time is the
reliability of the link and the stability of information
in the DNS database.
