Having competition within .COM.AU would resolve much of the criticism of
the current system.

How about establishing multiple DNAs within .COM.AU, then monitoring the
situation for 6 months or so to evaluate the need for new 2LDs within .AU.

Creating new 2LDs is not something which should be done on a whim. Once the
2LD is created, it is almost impossible to undo that action.
