The above implies that participation in this summit is by invitation only.

Is there any procedure for members of the Australian Internet community
who don't have a pecuniary interest in the DNS and aren't from NOIE or
Directors of ISOC-AU/etc, but believe they have something to contribute,
to be considered for receiving an invitation?

If it is too late to send invitations to participate, is it possible to
send invitations for people just to observe?

Perhaps I have mis-understood what the summit is likely to do, where it
fits into the scheme of things, and how it relates to the "small Working
Group" referred to in NOIE's (very good!) audisc paper.  If so, perhaps
this would be clearer if we knew what sort of participants were expected
at the summit.
