Alternately assign nsw.au, vic.au, wa.au, etc. as regional namespaces and
use rules similar to com.au (i.e. derived from trading name). This should
give organisations who couldn't get the most appropriate (brief/descriptive)
com.au domain a second chance.

I wouldn't be averse to running it as an auction. An auction would help to
fund auDA and would eliminate some domain name hoarding (there's no great
advantage in you being first to think of a "killer" domain name since you
then have to bid for it alongside everybody else). There's some downside in
having to wait (say) 7 days for the bidding to close. Many customers want
their domain name "instantly". My usual attitude to such things is "the
Internet was here 7 days ago, where were you?" (lack of planning on your
part does not constitute an emergency on mine, blah blah.)
