While its depressing, there is a certain minimal size of body/costs beyond
which you probably can't seek to drop. 

I suggest that while they could achieve economies, its not realistic to imply
there is a linear relationship between the number of participants, and the
cost of regulation. It doesn't trend to zero Bruce.

And, I suspect the self-funding model in ACIF probably hides a lot of fixed
cost overheads, and other industry-borne costs.

.AU governance also requires international funding overheads. Does the ACIF
process have similar costs?
