Hi Ian,

Didn't mean didn't mean to be critical in any
way.
Attempting to informative I guess on a number of
fronts:

One is that ICANN's modus operandi might fairly
described as complex and therefore its processes
can be hard work to understand at times.

Secondly ICANN is a unique organisation faced
with many challenges. Those with the inclination
the following paper that provides insightful
analysis around this area:

The New Economy and Information Technology Policy

by Pamela Samuelson and Hal Varian

See
http://www.sims.berkeley.edu/~hal/people/hal/papers.html

Anybody who wants a revolutionary perspective on
all of this and more might find the time to read:

Lawrence Lessig's "Code and other Laws of
Cyberspace" Basic Books, 1999

which argues brilliantly that:

"its not in the nature of cyberspace to be
unregulable; cyberspace has no "nature". It only
has code - the software and hardware that make
cyberspace what it is. That code can create a
place of freedom - as the original architecture
of the Net did - or a place of exquisitely
oppressive control."

Scary really

Cheers

DGT
