In this you have identified a core reason why an enforceable code of conduct
is so relevant - and so crucial.

In my opinion a domain name IS indeed a business name registration (albeit
confined to the Internet), that's supposed to afford protection to its owner
at the same high level as any other "normal" business registration.

Consumers therefore have the right to expect (no - demand) the same level of
security, protection, recourse and privacy as if it were their "normal"
business registration.  They also have the right to receive the same
integrity of conduct as if they had bought their domain name from an
official, statutory registrar.
