[DNS] Have IRA gone one lie too far?

One of my clients rang today querying an IRA "offer" that says, and I quote:
"Internet Registration Australia is authorised by the administrator of the
.com.au namespace to renew your domain name(s)".

Thereafter it proceeds to solicit a 10-year fee for a 2-year service.  The
renewal isn't even due until the end of March next year.

Why can't we cut these crooks off at the knees?  They are certainly NOT
authorised to renew my client's domain name, and to claim to be so is in my
eyes gross misrepresentation and a blatant lie.

C'mon you legal lot - do I, or my client, have recourse?
