Yes, but neither the Sydney Harbour Bridge, or the planet Netptune offer
exclusivity!  A domain name, on the other hand, regardless of the policy
governing it, is licensed exclusively to the registrant.

When you register (eg) a com.au domain name you get a non-transferrable
licence to use that domain name.  You do not get anything which looks
like ownership (or any other proprietary rights).

So a registrant trying to sell ownership of a com.au domain makes as
much sense as trying to sell the Sydney Harbour Bridge, or the planet
Neptune.
