The notion of 'primary' and 'secondary' is irrelevant to a parent
nameserver/registry/etc.  What matters is that all of the nameservers
supplied are authoritative for the given zone.

( ie, primary and secondary are administrative concepts which are
  particular to a given domain, and the rest of the internet shouldn't
  care )
