Internet fraud: Regulator helpless on domain-name scams

This article says that the New Zealand Commerce Commission "can do little to prevent internet domain-name scamsters from preying on unsuspecting businesses", however I have been told that the NZ ComCom could bring an action against Domain Names Australia under the Trade Practices Act in an Australian court.

Would any of the lawyers on this list care to comment?
