regulated by the UK financial regulator and offers various
banking and investment services.

ISC Announces Start of OARC Operations
The Internet Software Consortium (ISC) has initiated the
non-profit, member-based Operations, Analysis, and Research
Center (OARC) to protect the Internet's global Domain Name
System (DNS). As part of this effort, the OARC collects and
analyses traffic flows on key nameservers in order to
distinguish normal versus abnormal operation. The OARC will
be working closely with the RIPE NCC's DNS Monitoring
(DNSMon) program and other data collection efforts.

Court Denies Preliminary Restriction of WLS
In a strongly worded ruling, a U.S. Federal Court Judge has
ruled in ICANN's favor and denied plaintiffs' motion for
preliminary injunction. Dotster and two other ICANN
accredited registrars had asked the court for an order
prohibiting ICANN from finalizing approval of VeriSign's
proposed new "Wait Listing Service" (WLS). Plaintiffs
alleged that WLS is "anti-competitive" and that ICANN
breached its obligations under the registrar accreditation
agreement (RAA) when ICANN gave preliminary approval to WLS
last year. The court disagreed.
