What an incredibly ill-informed article.  It paints ICANN as if it were
some sort of independent body, not even mentioning that it is subject to
the lately stated intent of the US Dept of Commerce to maintain American
control of ICANN (and the root zone, including all CCTLDs) indefinitely,
while painting the desire of other countries to have some sort of say in
their own affairs as little short of a Commie plot.

Pretty much what one would expect from the Institute of Public Affairs.
