INTERNET GOVERNANCE FORUM ADVISORY GROUP TO BE
ESTABLISHED
In light of the consultations on the convening of the
IGF, the United Nations Secretary-General will set up
a multi-stakeholder Advisory Group to assist him in
this task. The Group will consist of about forty
members, representing governments, private sector and
civil society and include members of the academic and
technical communities.

LATEST TURN OF EVENTS ON .XXX, FROM ICANN WELLINGTON
As the ICANN?s week-long meeting in Wellington, New
Zealand is now fully underway, the approval of the
proposed .XXX top-level domain (TLD) continues to
remain a key topic of discussion and its eventual
approval yet uncertain. The .XXX TLD was widely
expected to receive its final approval at the ICANN?s
last meeting held in Vancouver about 4 months earlier
but the discussion was unexpectedly delayed as the
organization and governments requested more time to
review the merits of setting up such a domain.

being approved at a meeting of Icann in Wellington
this week appear to be waning, after a US government
agency raised fresh concerns about the proposal.

CDT URGES LAWMAKERS TO WITHDRAW ".XXX" LEGISLATION
CDT is urging Sens. Max Baucus (D-Mont.) and Mark
Pryor (D-Ark.) to withdraw a bill that would force
Internet authorities to create a ".xxx" domain for
adult content. In a letter sent this week to the
Senators, who co-sponsored S. 2426, the Cyber Safety
for Kids Act of 2006, CDT warns that the bill will
provide ammunition for those seeking to bring the
Internet under the control of a multi-governmental
bureaucracy. If passed, the bill would also violate
the First Amendment rights of Web site operators and
would do little to protect children from harmful
material online, CDT wrote.

WHY THE ICANN BOARD WOULD LOVE TRANSPARENCY BY BRET

Last night the members of the GNSO Council and members
of the ICANN Board gathered for a working dinner in
the main conference facility here in Wellington. The
8:00 p.m. dinner came at the end of a very long day,
for everyone, that had begun 12 hours earlier and
proceeded apace through a host of different meetings
without interruption. Nevertheless, as long as these
meetings have become, the GNSO believes that time with
the Board is precious, so we insisted that the Board
set this time aside. Predictably, given jet lag and
the rigors of the day's meeting schedule, Board
members and GNSO Councilors were falling asleep at the
table. The topic for the working dinner was IDN TLDs.
It was certainly nice to hear the preliminary thoughts
of members of the Board on this subject, but I
couldn't help but notice that the time demands on
everyone made the meeting less productive that it
otherwise might have been.

I thought the answer to this was "Of course we will."
But then the GNSO started to debate a proposed
principle raised by one of the constituencies which
read: "No [gTLD] applicant should be allowed to
propose a TLD that is either a transliteration (e.g.
using different character sets -- such as Chinese and
English for the same verbal word) of an existing TLD
or a lexical (e.g. same meaning in different
languages) or semantic (e.g. job and employment)
equivalent of an existing TLD."

meeting. The question we're particularly stuck on is
whether ICANN should require applicants to demonstrate
a viable business plan in support of their proposal.
On the surface, the idea that an applicant should have

AU: AUDA SEEKS COMMENT ON 'MONETISATION' OF .AU
DOMAINS
The Australian domain name regulator, au Domain
Administration (auDA), has released an issues paper
seeking comment on whether it should issue .au domain
