You are not the first to propose this.  John Selby of Macquarie  
University who wrote his thesis on auDA came to a similar conclusion  
in a submission to DCITA he write a couple of years ago: see http://www.dbcde.gov.au/__data/assets/pdf_file/0009/55836/John_Selby_-_Macquarie_University.pdf
