UN passes resolution: Voila! Internet freedom is secure by Milton Mueller
The UN last week passed a resolution on ?The promotion, protection and enjoyment of human rights on the Internet.? The resolution reaffirms the human rights and fundamental freedoms already enshrined in existing UN instruments, and goes on to affirm that ?the same rights people have offline must also be protected online, in particular freedom of expression.? The resolution invokes the great words of Article 19 of the Universal Declaration of Human Rights, supporting freedom of information ?regardless of frontiers.? It also recognizes the ?global and open nature of the internet? as something that ?accelerates progress towards development in its various forms.?

Patterns of Legalization in the Internet: Do We Need a Constitutional Theory for Internet Law? by Osvaldo Sald?as [HIIG Discussion Paper]
Abstract: The paper acknowledges a growing web of legal norms that regulate governance aspects of the Internet. Some of these norms are legally binding; others are closer to what some scholars call soft law. In order to take stock of these developments, I propose an explorative typology that can bring some systematic order into the plurality of Internet norms.

no: Thousands of domain names get deactivated this summer
... Since 2 May some 20 000 domain name holders have been notified that their domains risk deletion because the organization the domain is registered to, has been deleted from The Central Coordinating Register for Legal Entities (Enhetsregisteret), and thus no longer exist. Because of this, there is no longer a basis for the domain registration. In many cases, the domains are still in use, the holder has simply forgotten to update the registration after mergers, sales, etc.

When It Comes to Cybersecurity, Scare Tactics Aren't Convincing Americans to Sacrifice Privacy
This week, comments from Democratic Senators, a panel of witnessses, and the director of the National Security Agency (NSA) called on the Senate to enact cybersecurity legislation. But a new poll shows that Americans don't want to sacrifice civil liberties by allowing unfettered data exchanges between corporations and the government. Discussions this week were part of an effort to break the partisan stalemate over the Cybersecurity Act, a bill that would allow Internet companies to monitor the sensitive communications of users and pass that data to the government without any judicial oversight. The Cybersecurity Act would also give companies the right to "modify or block data packets" if they do it with "defensive intent," while offering little in the way of liability for companies that overstep their authority.

Tridium?s Niagara Framework: Marvel of connectivity illustrates new cyber risks
... At least 11 million devices and machines in 52 countries, including security and surveillance systems in homes, have been linked to the Internet through Niagara, most of them in the past two years. But behind that success is a looming threat: an unknown number of Niagara-run networks are vulnerable to attacks from hackers, an examination by The Washington Post has found.

How Failure To Maintain IPv6 Is Hindering Law Enforcement by Michael Darer
Recently, the FBI, DEA and even the Canadian Mounted Police have suggested that the switch to IPv6 is making it more difficult to track criminals online, those who would traffic in things such as drugs or child pornography, in addition to hackers, botnets, kidnappers and terrorists. Under IPv4, it wasn't very difficult to find offenders online via their IP addresses. The American Registry of Internet Numbers (ARIN) would hand out the address and internet providers would log them into the public WHOIS database.

Children and computers: State of play
Young children are naturals with computers, leaving their parents baffled. Should we be worried? ... According to Dr Livingstone, there are two common areas of worry for parents. First: how long their child spends playing games. Second: the content of those games. "Parents focus on the fact that the game involves football, or killing. But the point for the children is the skill levels, competition, gaining points, beating others. It's not the content, not really. Children have a lot of skills they have to master: like reading and writing, maths, eating with a knife and fork. With games there are skills they choose to master." ... Her advice for parents is two-fold. First, get online with your children when they're little, to help them figure out how to manage their internet use. "And second," she says, "less shouting at the kid to get off the computer and more, 'Let's go to the park.' We're a busy bunch of parents and it's easy to put them in front of a game while we get on with stuff we need to do. All kids say computer use is a time filler ? a way of avoiding boredom."
