GOVERNANCE
**********************
Grabbing at governance by Wendy Grossman
Someday the development of Internet governance will look like a continuous
historical sweep whose outcome, in hindsight, is obvious. At the beginning
will be one man, Jon Postel, who in the mid-1990s was, if anyone was, the
god of the Internet. At the end will be...well, we don't know yet. And the
sad thing is that the road to governance is so long and frankly so dull:
years of meetings, committees, proposals, debate, redrafted proposals,
diplomatic language, and, worst of all, remote from the mundane experience
of everyday Internet users, such as spam and whether they can trust their
banks' Web sites.

The U.N.'s Internet Sneak Attack: Letting the Internet be rewired by
bureaucrats would be like handing a Stradivarius to a gorilla.
Who runs the Internet? For now, the answer remains no one, or at least no
government, which explains the Web's success as a new technology. But as of
next week, unless the U.S. gets serious, the answer could be the United
Nations.

UN Internet meeting about who pays, not who rules: Michael Geist
Should the Internet be treated like traditional phone services when it comes
to the regulation and pricing? That is the contentious question as the ITU,
a United Nations agency with roots dating back to 1865 and the
interconnection of telegraph services, meets in Dubai next week for the
World Conference on International Telecommunications (WCIT). The WCIT is a
treaty-writing event that has attracted growing attention given fears that
the ITU and countries such as Russia plan to use it to press for greater
control over the Internet.

Greenpeace and ITUC warn of government control over Internet
Greenpeace and the International Trade Union Confederation (ITUC) have added
their voices to an increasing number of organizations concerned about the
impact on the Internet of a United Nations conference to be held next month.

WCIT: the battle for hearts, minds and the Internet
It was just after the fifth meeting of the ITU Council Working Group in
Geneva in September 2011 that a powerful group of ambassadors, former
ambassadors and under-secretaries in the United States decided they had to
build public awareness over a series of obscure telecoms regulations - the
ITRs - drawn up back in 1988.

World's largest trade union rejects ITU overtures
The world's largest trade union organization, the ITUC, has rejected efforts
to explain concerns over the WCIT conference next month as
"misunderstandings" and will continue to oppose its proposals,
Secretary-General Sharan Burrow told us.

Your guide to WCIT documentation - Don't drown in WCIT docs, use our search

With over 200 documents and many thousands of pages it is extremely
difficult to even find relevant documents for the WCIT conference yet alone

Would you trust Vladimir Putin with the keys to the web?
There are not many reasons for going to Dubai in December. In fact, there
are not many reasons for going to Dubai full stop, but here's one possible
exception. Next month the ITU is holding the World Conference on
International Telecommunications (WCIT-12) in that benighted city. The
purpose of the conference is to review the current international
telecommunications regulations (ITRs), which "serve as the binding global
treaty designed to facilitate international interconnection and
interoperability of information and communication services".

The Russians said what?!
With sad inevitability, fears that the WCIT conference was always going to
be about surreptitious efforts by the ITU and some countries (read Russia,
China, Iran and Saudi Arabia) to take over the Internet came true last week.

the standards for the global telecommunications system.

No One Objects to Risqu? Domains
Governments appear to be pretty relaxed about sex as none of the proposed
sex-related new gTLDs have been queried. In the list of gTLD applications to
which governments have raised concerns, published earlier this week, .Africa
proved to be the most controversial. There had been expectations that .Gay,
for example, would face obstacles from countries in which homosexuality is
illegal.

Donuts Tries a Domain Grab
The Internet seems like an endless expanse, but it actually functions like a
very crowded real estate market. Website domain names are like property
addresses. Nicer neighborhoods command higher prices. Speculators, sometimes
unsavory ones, abound. That?s why the auction of 1,400 new suffixes in
mid-2013, beyond ubiquitous designations such as .com, is such a big deal.
It?s the first major expansion of domain names since 2004, attracting
interest from Google and Amazon.com, as well as Donuts, a little-known
Bellevue (Wash.) company that wants to grab as many new addresses as
possible and license them for a hefty profit.

Nets Loss - Part II
A few weeks ago, I wrote about the domain name Nets.com redirecting to a
page taunting the Brooklyn Nets and owner Mikhail Prokhorov and
subsequently, the Dallas Mavericks homepage. Some people suspected that the
prank was the work of Mavericks owner Mark Cuban, who has feuded with
Prokhorov in the past, but that theory could be dispelled by a new Nets.com
development, reported by the New York Post.

nz: Dotcom: We've hit the jackpot
A fresh legal bid to throw out the case against Kim Dotcom in the United
States is being made after claims of an FBI double-cross. ... Mr Dotcom
said: "We were informed by (the US Government) we were not to interfere with
the investigation. We completely co-operated. "Then the FBI used the fact
the files were still in the account of the ... user to get the warrant to
seize our own domains. This is outrageous."

Don't Ask? Internet Still Tells
There are the questions you ask friends, family and close confidants. And
then there are the questions you ask the Internet. Search engines have long
provided clues to the topics people look up. But now sites like Google and
Bing are showing the precise questions that are most frequently asked,
giving everyone a chance to peer virtually over one another?s shoulders at
private curiosities. And they are revealing interesting patterns.
