Deciding Who Will Govern the Internet Issued By Brookings Institution

In March the United States announced that it would relinquish its oversight of ICANN. ICANN is an enormously important organization that administers the Internet. There is an emerging consensus that international governance of ICANN is coming but there are many unanswered questions.

ICTs, public access and the African Internet Governance Forum

?As Africans we care about the internet, and not only about getting access to it but we also care about how, and by whom, it is governed,? says APCs Emilar Gandhi who recently returned from the African Internet Governance Forum (IGF) in Abuja, Nigeria, where she co-organized a workshop on public access to information and communications technologies (ICTs). In an online interview, Emilar spoke to APCNews about what public access would look like in Africa. Advocating to include ICTs in the post-2015 UN development agenda, Emilar will take her message to the upcoming Global IGF.

Are Internet domain names ?property??

An interesting lawsuit ? Ben Haim et al. v Islamic Republic of Iran et al. ? has been percolating through the federal system for the last few years, involving a group of plaintiffs who have received money judgments against the governments of Iran, Syria, and North Korea for injuries suffered in state-sponsored terror episodes. To satisfy the judgments, the plaintiffs have been on a campaign to seize assets ? bank accounts, real property, etc. ? located in the US belonging to those governments (with, apparently, some limited success).

ICANN Seeks to Hire Registrant Advocate ? While Seeking Volunteers for Second Round New gTLDs Discussion Group by Philip Corwin

Solving the GAC-GNSO participation problem by Brenden Kuerbis

One of the more pressing problems at ICANN is the participation of governments in the policy development process. All too often, the outcome is an eleventh-hour intervention from the GAC which short-circuits the GNSO bottom up policy making process. This is not for lack of effort to correct the situation. Both the first and the second Accountability and Transparency Review Team (ATRT) reports [1, 2] flagged the problem and included suggestions for improving it. ICANN has spent a lot of time and resources on improving GAC?s visibility into the GNSO?s policy making process. More recently, a GAC?GNSO Consultation Group was formed to examine and develop proposed solutions to enable greater cooperation and coordination between the two bodies.

Many Moving Parts: Running a Registry

Each of the 1,400 applicants for new TLDs took on daunting, new responsibilities when they decided to invest in the next big Internet thing. But their multi-year application process ? jumping through high hoops, adjusting to the untried and unknown, and enduring multiple rule changes ? may seem like duck soup compared to the challenges of running a registry.

"Requiescat in Pace" - the new .RIP gTLD by Jean Guillon

I thought "RIP" stood for "Rest In Peace". I thought it was an acronym used in English only and a TLD that would be understood by the next generation; because no one would ever register such a domain name ending in .RIP today. When you say "RIP", it makes you think of death... I have also said that such a TLD was something... typically American and that no other culture would consider buying such domain names because promoting death online is something a bit odd.

New Internet Domain Names Need a Backstory to Succeed by John Berard

If web address registrations are any indication (and they may not be), the hundreds of new Internet domains (where .guru competes with .com and .berlin intrudes on .de) are seeing slow, but steady success. By one count, there are about 2 million new online addresses. Slow and steady may wind up being the best business model, but if the effect of the TLDs is to be felt in business, culturally and socially, there needs to be more done than create the opportunity to register a new name.

When the Australian government first began requiring Internet Service Providers (ISPs) to block websites in 2012, Australians were assured that it would only be used to block the "worst of the worst" child pornography.
