A tale of two processes by Brenden Kuerbis

When the NTIA made its announcement to end its historic role overseeing the IANA functions, ICANN was eager to fulfill its assigned convener role. It initiated two concurrent processes, one for developing an IANA functions transition proposal (or, as ICANN prefers to frame it, its ?stewardship transition?) and another on enhancing ICANN accountability. The former dealt with implementation of the registries for names, numbers, protocols; the latter specifically with holding ICANN the organization responsible for decisions it took (e.g., board decisions dealing with DNS policy or other areas).

Students School Faculty on IANA transition: The Meissen proposal by Milton Mueller

One of the criticisms often made of IGP?s proposal for the IANA transition is that taking IANA out of ICANN is not a good idea because creating a new organization and transferring critical functions to it is too risky and destabilizing. But guess what? Short of just giving IANA to ICANN with no strings attached, there is no way to execute this transition without creating a new organization and/or new processes. It cannot be avoided. The only real question is what kind of a new entity it will be.

ICG Charter Open for Public Comments

On July 18, the IANA Stewardship Transition Coordination Group (ICG) produced a draft charter that defines its own tasks. The ICG views defining the broad outlines of its charter as important, but it views finalizing the charter and moving on to the real work of the transition planning to be of equal importance. Thus the ICG is opening up a short public comment period on the charter to determine if there are any major objections to the current draft that the ICG has not already taken into account.
