GOVERNANCE

**********************

The Internet .Sucks

The U.S. government wants to relinquish control of the Web. But the
alternative really dot-sucks. Going back almost to the days when Al Gore
invented the Internet, the federal government has been in charge of online
addresses through its contract with the California-based nonprofit ICANN.
Now, responding to growing international complaints because of the Edward
Snowden affair, the feds are extricating themselves from this Series of
Tubes.

Commerce will likely have to extend IANA contract

An ambitious deadline to transition U.S. control over a key piece of global
Internet architecture to an international multi-stakeholder group will
likely not be met. The U.S. currently controls the core address book of the
Internet ? the root zone file that maps web addresses in TLDs (like .com and
.uk).

IANA Handover Likely Not Ready for Sept. 30 Deadline

One of the key takeaways from the House Communications Subcommittee hearing
on the handover of oversight of the IANA to a multistakeholder model is that
the transfer won't be ready by the Sept. 30, 2015 expiration date of the
current contract with ICANN, a nonprofit created by the U.S. in 1997.

Is the UN finally moving beyond Internet governance to focus on what really
matters? by Nick Ashton-Hart

Unless you are obliged to follow the intergovernmental calendar of meetings
in Geneva, you are probably not aware that a UN body called the Commission
on Science and Technology for Development (CSTD) met last week. The CSTD
meets annually to monitor the implementation of targets set in 2003 and 2005
by the WSIS. Last week?s meeting was particularly important because it
partly defined what the UN General Assembly will consider when heads of
state meet in December 2015 to review the last ten years of the WSIS process
and decide the next steps.

In Congressional Hearing, Stakeholders Highlight ICANN's Failures and Need
for Reform by Daniel Castro

Can we trust ICANN to conduct itself in a predictable, open, transparent,
and accountable manner if it takes over governance of the Internet's domain
name system from the U.S. government? That was the main question up for
discussion Wednesday in the House Judiciary Subcommittee on Courts,
Intellectual Property, and the Internet, as lawmakers heard feedback from a
diverse group of stakeholders about the NTIA plan to relinquish its
historical oversight of key technical Internet functions.

Addressing the Findability Problem on ICANN Sites

The most common complaint I get about ICANN's digital presence is as simple
as it is fundamental: 'I can't find stuff'. Finding information on ICANN.org
is difficult. The role of any web presence is to provide information and
function to users and, while both may be present, it's not especially
helpful if users can't find the content or function that they need.

Federal Trade Commission (FTC) and Canada's Office of Consumer Affairs. In
response, the president of the IPC has told WTR: ?I for one do not intend to

given stakeholders a forum to discuss the string, as well as plans to shift
oversight of the Domain Name System (DNS) away from the US Department of
Commerce National Telecommunications and Information Administration.

Domain trolls are choosing politics over getting paid

Here's a simple, high-profile way to express your political beliefs: snatch
up a presidential candidate's domain. Earlier this month, as former
Hewlett-Packard CEO Carly Fiorina announced she was running for president,
it was discovered that CarlyFiorina.org was directing to a website marking
Fiorina's layoffs at HP with 30,000 sad-face emoticons. The strategy lit up
news sites ? and with good reason. What presidential candidate, in this day
and age, doesn't prepare enough in advance to grab every tangentially
related domain name before making an announcement?

Coming This Summer: U.S. Will Run Out of Internet Addresses

Office space in Silicon Valley isn?t the only real estate that?s gotten
scarce in the booming technology market. The U.S. organization that
distributes some of the Internet?s most important virtual property is
running out of inventory.

The US runs out of old-school internet addresses this summer

The conventional internet address is about to go the way of the dodo... at
least, in the US and Canada. According to estimates, North America will run
out of IPv4 addresses (the familiar 1.2.3.4 format) this summer.

The U.S. Is Running Out of Internet Addresses? For Real This Time

There are a finite number of Internet protocol (IP) addresses, the numeric
codes that identify devices and destinations for the Internet. The current
system, IPv4, has 4.3 billion (or 4.3 x 10^9) combinations to go around.
This might all sound like boring Internet infrastructure stuff, but there's
some serious drama going down, because the IPv4 addresses are almost all
gone.

Diving into the DNS by Geoff Huston

The turning of the DNS from a distributed database query tool into a
malicious weapon in the cyber warfare arena has had profound impacts on the
thinking about the DNS. I remember hearing the rallying cry some years back:
?Lets all work together to find all these open resolvers and shut them
down!? These days I don't hear that any more. It seems that, like SPAM in
email, we?ve quietly given up on eradication, and are now focusing on how to
preserve service in a toxic world. I suppose that this is yet another clear
case of markets in action ? there is no money in eradication, but there is
money in meeting a customer?s requirement to allow their service to work
under any circumstances. We?ve changed our self-perception from being the
public DNS police to private mercenaries who work diligently to protect the
interests of our paying customers. We are being paid to care about the
victim, not to catch the attacker or even to prevent the attack.

SOPA, anyone? Entertainment Lobby Uses Hearing on Domain Names to Revive
Awful Censorship Idea

For many years, major U.S. entertainment companies have been trying to gain
the power to make websites disappear from the Internet at their say-so. The
Internet blacklist bills SOPA and PIPA were part of that strategy, along
with the Department of Homeland Security?s project of seizing websites that
someone accused of copyright infringement.

This is the craziest story yet in the irrational world of China?s dotcom
stock bubble

A rose by any other name would actually smell 10 percent more sweet. At
least it would if that rose was a Chinese real estate company that had just
changed its name to sound like a technology one. Indeed, as the Financial
Times' Gabriel Wildau reports, Shanghai Duolun Industry's stock price shot
up 10 percent?the most it's allowed in a single day?after it rebranded
itself as P2P Financial Information Services Co. But, to be clear, it's not
actually developing a peer-to-peer lending business. It just bought the
domain name www.p2p.com, which it asserts is worth $100 million. That's
actually the only thing that domain says right now: "This domain is worth
$100 million." That, though, was apparently all it took to convince
investors that the company's long-term prospects were 10 percent better than
they had thought the day before.
