Special Report: ICANN Reviews Process For New Domains; Names Proposal For
IANA Transition Done

Experts at last week?s meeting of ICANN in Buenos Aires reached a milestone
with a final proposal from the ICANN working group for the transition of
internet control away from the United States. But global governance without
oversight remains difficult, as the ongoing review of the introduction of
new gTLDaptly illustrates.

Remarks of Lawrence E. Strickling Assistant Secretary of Commerce for
Communications and Information at ICANN Meeting

Thank you for the opportunity to speak at today?s session on the IANA
transition and the evolution of ICANN accountability. The multistakeholder
process to complete the privatization of the domain name system has now been
underway for more than a year. At the onset of my remarks, I want to express
my thanks and my esteem for all of you in the community who have been
participating in the untold numbers of meetings, conference calls and
hallway discussions as to how best to plan for the transition of the
stewardship for the IANA functions.

ICANN Accountability ? Present, Future and Past

We are in Buenos Aires at ICANN meeting 53. The IANA transition and ICANN
accountability reforms are, of course, the main topic of discussion here.
Both processes are at critical turning points. The IANA Stewardship cross
community working group is showing off its newly-developed plan to create a
separate ?Post-Transition IANA? that will be a separate but controlled
corporate affiliate. The CCWG on Accountability has proposed major reforms
in ICANN?s mission statement and independent review process, and is
converging on a plan to provide membership powers to ICANN?s Supporting
Organizations and Advisory Committees.

ICA on the Record at ICANN 53 Buenos Aires by Philip Corwin

ICA Counsel Philip Corwin told ICANN?s Board of Directors that they needed
to take responsibility, fully review, and ?own? the recent decision by
Global Domains Division (GDD) staff to try to insert Uniform Rapid
Suspension (URS) in legacy gTLD contracts up for renewal ? and that any
further alterations of the URS and other rights protection mechanisms (RPMs)
created for the new gTLD program must be addressed through the standard
policymaking process and not through an ?implementation? route that excludes
some stakeholders and bypasses full and deliberative consideration.

The comment period on the proposed renewal registry agreement for the
.Travel legacy gTLD closed on Sunday, June 21st and the comments submitted
are overwhelmingly opposed to ICANN staff?s attempt to impose any of the new
gTLD rights protection mechanisms, including Uniform Rapid Suspension, on
legacy gTLDs through contracting rather than a formal Policy Development
Process.

ICANN's leaving the nest, so when will it grow up?

ICANN is 17 years old. It's about to be given the keys to its dad's car. And
we are all going to have to take a ride with it every day. On June 30, 2016,
ICANN, which oversees the global domain name service (DNS), will take over
the IANA contract on a semi-permanent basis from the US government.

Piracy Concerns May Soon Kill Domain Name Privacy

Privacy Advocates at Odds with ICANN Over Proposed WHOIS Changes

ICANN is considering changing the rules for the WHOIS registrant database to
force owners of commercial sites to publish their own contact information,
rather than that of a privacy and proxy service. The move is being
considered to enable legal issues and copyright complaints to be delivered
directly, and ICANN is currently soliciting public comment as it weighs the
options.

Until the launch of the New gTLD Program, TLD launches were relatively

pretty standard and straightforward.

Understanding the Threat Landscape: Indicators of Compromise (IOCs)

I previously provided a brief overview of how Verisign iDefense
characterizes threat actors and their motivations through adversarial
analysis. Not only do security professionals need to be aware of the kinds
of actors they are up against, but they should also be aware of the tactical
data fundamentals associated with cyber-attacks most commonly referred to as
indicators of compromise (IOCs). Understanding the different types of
tactical IOCs can allow for quick detection of a breach, as well as
prevention of a future breach. For purposes of this overview, iDefense
breaks IOCs into three distinct categories: email, network and host-based.

au: Have the copyright bullies pushed too hard? by Mark Gregory

The owners of the film Dallas Buyers Club and the multinationals supporting
the world wide fight against illegal downloading have adopted tactics that

blatant copyright infringement the Coalition?s heavy-handed legislation is
likely to cause the average consumer far more headaches than discomfit
online pirates.

Users Betrayed as Australia Adopts a Copyright Censorship Regime

Since our report last week on Australia's Internet censorship bill, the bill
did indeed pass the Senate yesterday, and will become the Copyright
Amendment (Online Infringement) Act 2015. The new law provides an
accelerated process for rightsholders to obtain court orders for ISPs to
block sites that have the primary purpose of infringing copyright, or
?facilitating? its infringement?a term that the law does not define.
