Why Internet Governance Matters

Come September, the United States government will relinquish its control of
ICANN. Following that, some governments are announcing their positions on
the coming arrangement of oversight powers. African countries, including
Ethiopia, are, for the most part, quiet.

In a little-noticed corner at the intersection of technology and policy, big
changes are underway that could have a profound impact on the Internet as we
know it.

China Pushes to Rewrite Rules of Global Internet: Officials aim to control

Africa, a senior colonel in the People??s Liberation Army publicly warned

Opinion: The Key to Keeping the Internet Free after the IANA Transition

In March 2014, the Department of Commerce announced its intentions to
relinquish oversight of the IANA functions. What was expected to be a quiet
Friday announcement of a government contract dissolving after many years has
become a global policy debate over how the Internet is run. Why has the
geeky topic of IANA functions become so interesting to governments around
the world?

The Senate Should Take the DOTCOM Act Off Cruz Control by Philip S. Corwin

Recently we speculated on the question "Will 2016 Politics Trump Bipartisan
Support for the MSM and DOTCOM Act?" That article discussed the possibility
that the Obama Administration's decision to relinquish ICANN stewardship via
the periodic re-awarding of the IANA functions contract might arise in the
ongoing U.S. Presidential sweepstakes, most likely from a Republican
entrenched in the far right wing of that Party.

IP Fridays ?C Episode 33: Interview With Reg Levy About gTLDs ?C Facebook
Beacons ?C Trademarks In Cuba

We interview Reg Levy all about gTLDs. She is VP at Minds + Machines, the
third largest applicant of gTLDs. Another topic are Facebook Beacons, a new
tool by Facebook to push location based messages to users. Also, trademarks
in Cuba are becoming now more important now. ... RC: So, why would the
United States or any other country listen to what ICANN tells it to do and
is there any treaty or contract ?C you just mentioned the Memorandum of
Understanding ?C is that the whole thing or is there more to it? RL: So that
is the major piece of it. ICANN is essentially under the FCC in the United
States and in terms of why the U.S. listens to what ICANN tells it is less
of a situation where ICANN tells any government what to do and more of a
situation where ICANN tells companies what to do. For example, ICANN's rules
govern Verisign that runs .com and in that sense people in the United States
have to listen to what ICANN says because they use .com a lot. But ICANN
doesn't have the same power over, for example, .de so DENIC doesn't have to
do things in the same way that Verisign has to do them.

A New Boom to Come? Re-Evaluating the Success of the New TLD Program by Ryan
Baker

I think it's fair to say that quite a few people -- both within the domain
name industry and beyond -- have an opinion on whether the new TLD program
is succeeding or struggling. But are things really all that bad? Are we
forecasting doom before it has really had a chance to run? Crunching the
numbers... Let's consider the (relatively short) history to this point and
take a look at some statistics.

ICANN??s dotAfrica Dispute

It is alleged that staff at domain-name overseer ICANN repeatedly rejected

fallout from these allegations.

Should You Whitelist Your Vulnerability Scanning Service Provider? by Gunter
Ollmann

Unlike consultant-led penetration testing, periodic or continual
vulnerability scanning programs have to operate harmoniously with a
corporation's perimeter defenses. Firewalls, intrusion prevention systems,
web proxies, dynamic malware analysis systems, and even content delivery
networks, are deployed to protect against the continuous probes and exploit
attempts of remote adversaries -- yet they need to ignore (or at least not
escalate) similar probes and tests being launched by the managed security
service providers an organization has employed to identify and alert upon
any new vulnerabilities within the infrastructure or applications that are
to be protected.

Trans-Pacific Partnership (TPP) agreement is entering its final stages. In
