ICANN Transition Proposal: The U.S. Should Proceed with Caution by Brett D.
Schaefer and Paul Rosenzweig

The U.S. government is on the verge of giving up its role in overseeing
changes in the Domain Name System that assigns names and numbers on the
Internet. If things proceed as proposed, the DNS system will be run
independently under ICANN with oversight by a new international
multi-stakeholder entity. ICANN plays an important role in maintaining the
safety, security, reliability, and openness of the Internet, and it must
remain accountable and transparent. While the Cross Community Working Group
on Enhancing ICANN Accountability proposal is a blueprint for an accountable
institution, it remains unclear whether the result will be sound or whether
the ICANN community will act responsibly and in a timely manner to hold
ICANN accountable. The shift to a multi-stakeholder global system is too
important to get wrong or to rush, and the U.S. should ensure that an
effective, reliable system is in place before completing the transition.

The Internet Society today announced that Tosca Bruno-van Vijfeijken and
Lise Fuhr have been appointed to the Public Interest Registry Board of
Directors. They will both serve three year terms, as will Roberto Gaetano
who has been reappointed. These appointments will begin at the mid-year PIR
Board meeting scheduled for July 2016.

U.S. Court Postpones Decision On .africa Domain Name

On Monday 4 April, a California court cancelled a hearing to determine
whether the .africa domain could be released to a South African domain-name
registry by the nonprofit ICANN. According to ICANN, which issues and
manages gTLDs on behalf of the global Internet community, the court will
issue a ruling at an unspecified future date. The delay prolongs a four-year
debate over which of two registries should control the continent's prized
domain.

Over half of all new gTLD domains are registered in China, analysis reveals

Recently compiled data from analytics site ntldstats.com has revealed that a
staggering 53.4% of all domain registrations in new gTLD strings have their
origin in China. The registration numbers are likely to come as an expected,
and unwelcome, development for trademark counsel, who could be bracing
