assuming you mean SOA == NS in 2LD zone file...
it appears to me that this will cause melbourneit to mail domain contacts
quite regularly, as in my experience, SOA is not always equal to
the primary nameservers listed in the 2LD.

(I know it is not usual/protocol/rfc/whatever, so please don't tell me so)

e.g foo.com.au has NS records for a.foo.com.au and b.foo.com.au in com.au
but the SOA is actually c.foo.com.au and a and b are secondary to c
