The standard deal is to register the domain and use the period in which
the invoice is snail mailed to you, to sell the domain to another party.
Since you don't have to pay anything if you don't sell the domain, there
is no disincentive to register hundreds,thousands... of them. If the
domain isn't sold in time, it goes back to the free pool (after a
few months) and you can start again.
