Interestingly, the comments (from Kevin?) today about this point have got
my attention - the issue being that if you make the criteria too strict,
you limit the successful applicants to either IAP's or people prepared to
make investments of a similar order to bring their equipment online
sufficiently 'well'.

Perhaps the middle ground is that all the DNA really has to do is strike a
deal with a sufficiently well connected IAP to house their servers with
that IAP on their premises. That might solve the issue without requiring
the DNA to become an IAP just to qualify.
