Yep. Send an informal letter to the ACCC.  It's not exactly their problem
to sort out, but talk does often lead to action.  Ensure a copy of the
letter you send is also send to the ISP.

You could ask your client to lodge a complaint to the TIO :)  Formally.

It is something the TIO will have to look into.
