gw.au is already closed down (it no longer exists).   Aside from csiro.au,
which was a historical mistake, and oz.au which is very definitely 
grandfathered with its peculiar set of rules, I don't think there are any
"exclusive" 2ld's inside .au which are in any kind of active use at all.

Have you not heard of id.au, which has the purpose of handling exactly
all that which is left over (basically individuals and families).
It is split into 3lds to allow it to scale rationally (there was a lot of
discussion of id.au before it was created - but that was some time ago now).
