I think this is partly true. I suspect you could run two independent sets
of name servers but you could only use one at a time. You could only find
"underground" sites or "real" sites but not both.

Adams posting states -

I can see <http://www.aursc.ah.net> as it is a "real" site.  But I can't
see <http://www.au.rsc> presumably because it is "underground".

As this is suggested as a commercial operation I for one would not like to
invest in it as it seems to be intrinsically flawed.
