Split the client group small enough and this will normally be the case when
it is occupied by people who share a common purpose. *.com.au do not share
a common purpose. They are required to, and wish to, compete.

Sets of rules which are needed to regulate those who compete, and who will
more often be in dispute,  are not appropriate to those who wish to
coexist, and even better, cooperate. Sets of rules evolved for the
capitalist marketplace are best kept there and quarantined. Sets of rules
for others can best be developed separately.
