It has nothing to do with routing or technical issues. Some people point to the efforts taken in the U.S. to mislead the U.S. Government officials about the wisdom of separating TLD management from IP management. That was mostly done to separate the .COM TLD from the IPv4 address space to allow NSI to focus on .COM. It did not address the fact that the IPv4 address space is tied to the .ARPA TLD. As you can see in the IPv8 material, .ARPA is 0:0 and .COM is 0:201. They are separate, but still part of the structured root.
