My guess is that its something like the following......


* A certain major Aussie telco goes belly-up in a blaze of media coverage.
* Their receiver sells the list of the domain names they hosted & associated
details to another hosting service (and sells their list of mobile phone
customers to another phone company, etc).
* The hosting service that buys the list of domain names / details puts
together the spreadsheet and includes data queried from AUNIC via the public
interface.
* They then start contacting all the domain name holders to see if they can
sell them their own hosting service to replace the one that used to be
provided by the defunct company.
* They make notes about their progress & the interest / lack thereof of the
domain name holder.

How this file (which appears to be a couple of months out of date) became
public is an interesting question.
