I did receive one of these "invoices" addressed to me personally but according to the complaints form it can only be used for complaints against any of the following: 

- Commonwealth or ACT Government departments or agencies handling your personal information; 

- Credit providers (eg. banks or building societies) and credit reporting agencies which handle your credit report or credit worthiness information; 

- Any organisation which handles your Tax File Number; 

- Any organisation which asks for or uses information about an old criminal conviction which falls under the Crimes Act 1914 (the Commonwealth Spent Conviction Scheme).

None of which cover this situation.
