If the customer has paid for a service and not received the service
or a refund then the vendor should be reported to the ACCC.

The ACCC is in a much better position to do something about shonky
businesses, if the ACCC have solid evidence of actual harm suffered
(ie: money lost).  Please report the more serious cases to the ACCC.
