If by 'exploit' you mean 'publish it on a website' then yes, that would be
an accurate statement. 

If by 'exploit' you mean 'make the address available to receive emails'
(which is the primary purpose of email addresses, btw) then no, you don't
need 'webhosting'.

For even the casual dialup user, all that is required for typical email is
an authoritative DNS server (used to be required to even request the
name); and a relaying SMTP server.

Many ISPs will 'bundle' the above services with dialin access services as
a value-add for little or no extra charge. Even the 'big ones'.
