If you consult the numerous actual policy documents on the AuDA website
(while that might be bucking the trend in this list :) I think you'll
find that if you sell a business that has registered such a domain, the
domain would also be eligible to be transferred to the new owner of that
business, assuming the licence eligibility requirements are still met.

At least, that's how I read it.  I know nothing about so can't comment
on abalone fishing licence requirements, but suspect they're irrelevant.
