Actually the gtld model is the same.  The registration agreement is
between the registrant and the registrar.

It is because resellers don't properly inform registrants of the
agreements under which the registrant is bound that the problems occur
e.g users not being aware that their data will be displayed on WHOIS,
not being aware that the data must be accurate etc.
