I think Vic's point was - how is it possible to know that it's them doing
it?  They would complete the online form using the client's details and
could use whatever billing address email they liked that wouldn't necessarily
identify them.

Perhaps you could catch them by the credit card used, but who's to say they
don't have a pile of them at the ready...
