NCUC Group Releases Nominations
The Noncommercial Users Constituency (NCUC) is the
constituency group representing civil society
organizations in the formation of domain name policy.
In August 2004 it initiated a process to nominate
people to serve on the UN Secretary-General's Working
Group on Internet Governance, as representatives of
civil society. Our purpose was to assist the
Secretary-General to identify qualified and
widely-supported individuals capable of serving on the

Can TCP/IP Survive?
The following article is an excerpt from the recently
released Internet Analysis Report 2004 - Protocols and
Governance. Full details of the argument for protocol
reform can be found at 'Internet Mark 2 Project'
website, where a copy of the Executive Summary can be
downloaded free of charge. ..."In releasing this
section for comment, I would like to point out that
the report's conclusions are based on a cumulative
examination of various protocols and systems. We are
at a point of time where other protocols and systems
are equally problematic -- the report points to some
significant problems with DNS structure and
scalability, and also points out that, to all intents
and purposes, the basic email protocol, SMTP, is
broken and needs immediate replacement."

Singapore: Singapore Introduces Second-Level Domain
Name (reg req'd)
The Singapore Network Information Centre (SGNIC) will
be launching second level domain names (SLDs) come 3
January 2005. Until now, Singapore has only allowed
registration of third level domain names (TLDs) such
as {name.com,sg]. SLDs are shorter domain names eg
[name.sg] and its introduction will give the public
more choices and avenues to register [.sg] domain
names. The move mirrors that of Hong Kong, the United
States of America, China and Japan, which saw strong
uptake for SLDs following their introductions earlier
on.

United Kingdom: All Businesses have Intellectual
Property: Part 1 (reg req'd)
An all too common statement made by businesses is that
they ‘do not possess any intellectual property’.
However, even the smallest of businesses usually owns
at least four of the six key intellectual property
rights (‘IPRs’), namely copyright, trade marks, domain
names and know-how – failure to identify your IPRs
means you may be over-looking valuable company assets.

United Kingdom: All Businesses have Intellectual
Property: Part 2 (reg req'd)
All businesses have a trading name. Most modern
businesses also have a website domain name and more
often than not, one that is the same as the trading
name. The importance of these two names cannot be
stressed enough – both underpin your business by
clearly identifying it so customers can find you and
your products, which increases the value of your
business by developing its goodwill and reputation.
