No.  There is and always has been a secondary market for .au domain names,
it's just not officially sanctioned and is therefore very cumbersome and
inefficient.

As above, the lack of an officially-sanctioned process for the trading of
domain names creates inefficiencies and denies businesses their legitimate
right to acquire and dispose of assets as they see fit.
