[DNS] DCITA Review - submissions posted

DCITA had advised those that submitted that if in DCITA's view the
submission contained potentially defamatory material, that they should
either alter it or have it blacked out.

Jsut covering themselves incase of legal action for libel, not trying to
alter the nature of the submissions.

I have to say, I'm concerned that DCITA has blacked out text in those
submissions. I'm unsure as to the motivation behind it.
