[DNS] auDA Domain News - 22 April

From: David Goldstein <david>
Date: Tue, 22 Apr 2014 14:14:45 +1000

The domain name news is supported by auDA

Hi auDA,

A change in the presentation of the Domain News today following some discussions with a client on its format. I'm going to trial it in html with headings for the domain news (only) in bold. If you've got strong feelings either in favour or against, I want to know.

The benefit in short is probably clearer layout. The negative is probably it takes more "space".

I await the comments. If any!

A ?Small Technical Issue? or the ?Future of the Internet?? Education Begins On Meaning of U.S. Address System Oversight

The debate over a proposed transfer of authority over the Internet address system has been launched in Washington D.C., generating plenty of heat, many opinions, a few concrete proposals, and not a lot of light. Indeed, what has been illuminated most brightly is the confusion among policymakers about how the Internet really works.

Brazil welcomes world wide web?s wonks

President Dilma Rousseff is not known for her fondness of foreign policy. But last year, the US gave her the inspiration she needed to embark on an international crusade when it was revealed that Washington was spying on her phone calls. Furious at this affront, the Brazilian leader called on the United Nations annual general assembly to push for better governance of the internet.

ICANN: Anything that doesn?t give IANA to me is out of scope by Milton Mueller

When the U.S. Commerce Department announced that it would end its control of the domain name system root, it called upon ICANN to ?convene the multistakeholder process to develop the transition plan.? Many people worried about ICANN?s ability to run a fair process. As an organization with a huge stake in the outcome, there were fears that it might try to bias the proceedings. ICANN has a very strong interest in getting rid of external oversight and other dependencies on other organizations.

India wants Internet to become Equinet

Internet of today to the Equinet of tomorrow. ?The Internet governance should be multilateral, transparent, democratic, and representative, with the participation of governments, private sector, civil society, and international organizations, in their respective roles. This should be one of the foundational principles of Internet governance,? the external affairs ministry says in its initial submission to the April 23-24 Global Multistakeholder Meeting on the Future of Internet Governance, also referred as NETmundial, in Sao Paulo, Brazil.

Activists Want Net Neutrality, NSA Spying Debated At Brazil Internet Conference

A campaign on the Internet is objecting to the exclusion of issues like net neutrality, the cyberweapons arms race and surveillance by the U.S. National Security Agency from the discussion paper of an Internet governance conference this week in Sao Paulo, Brazil.

A significant section of the participants are also looking for concrete measures and decisions at the conference rather than yet another statement of principles.

ICANN: Pre-Delegation Testing Documents Have Been Updated

ICANN has made minor changes to the test resources to clarify the existing requirements. The majority of the changes are to the input templates, designed to improve the accuracy of the data submitted for testing and the applications success rate. Additionally, in response to applicant feedback, we have added the capacity to test the EPP service using the host name. The updated materials should not require any material changes for the applicants that have successfully completed PDT.

Verisign?s Preliminary Comments on ICANN?s Name Collisions Phase One Report by Burt Kaliski

Verisign posted preliminary public comments on the "Mitigating the Risk of DNS Namespace Collisions" Phase One Report released by ICANN earlier this month. JAS Global Advisors, authors of the report contracted by ICANN, have done solid work putting together a set of recommendations to address the name collisions problem, which is not an easy one, given the uncertainty for how installed systems actually interact with the global DNS. However, there is still much work to be done.

A disgruntled job applicant hacks into Maroochydore?s sewerage system, releasing a lethal stink across the town. Political pranksters hack into a Sydney road traffic sign and tweak it to display a less than pleasant missive to the government.

Experts Worry About Future of Critical Infrastructure Security

The problem of critical infrastructure security has become a key issue in the last few years, as high-profile attacks such as Stuxnet and others have grabbed headlines and alerted politicians and others to the weaknesses facing these vital systems. It?s an issue that Eugene Kaspersky has been thinking about for a long time, and isn?t sure that the organizations running these systems are any closer to addressing these threats than they were several years ago.

Heartbleed Highlights a Contradiction in the Web

The Heartbleed bug that made news last week drew attention to one of the least understood elements of the Internet: Much of the invisible backbone of websites from Google to Amazon to the Federal Bureau of Investigation was built by volunteer programmers in what is known as the open-source community.

DNS Outages: The Challenges of Operating Critical Infrastructure by Danny McPherson

Recent attacks targeting enterprise websites have created greater awareness around how critical DNS is for the reliability of Internet services and the potentially catastrophic impact of a DNS outage. The DNS, made up of a complex system of root and lower level name servers, translates user-friendly domain names to numerical IP addresses. With few exceptions, DNS lives in a grey area between IT and network operations. With the increasing occurrences of distributed denial of service (DDoS) attacks, advanced persistent threats (APTs) and exploitation of user errors through techniques such as typosquatting and phishing, enterprises can no longer take a passive role in managing their DNS Internet infrastructure.

Re-Thinking the Boundaries of Law in Cyberspace: A Duty to Hack? by Duncan B. Hollis [Cyberwar: Law & Ethics for Virtual Conflicts]

Abstract: Warfare and boundaries have a symbiotic relationship. Whether as its cause or effect, States historically used war to delineate the borders that divided them. Laws and borders have a similar relationship. Sometimes laws are the product of borders as when national boundaries delineate the reach of States? authorities. But borders may also be the product of law; laws regularly draw lines between permitted and prohibited conduct or bound off required acts from permissible ones. Both logics are on display in debates over international law in cyberspace. Some characterize cyberspace as a unique, self-governing ?space? that requires its own borders and the drawing of tailor-made rules therein. For others, cyberspace is merely a technological medium that States can govern via traditional territorial borders with rules drawn ?by analogy? from pre-existing legal regimes.

Is Apple trying to torpedo the market for affordable smartphones?

In 2007, when Apple unveiled the iPhone, this recent college graduate was thrilled: The future had arrived and I was going to be a part of it. Unfortunately, once I saw the price, $702, the thrill of the future turned to the agony of my economic reality. While more affordable smartphones are available today, a costly new trial between Apple and Samsung may lead to an equally financially burdensome situation for many consumers stuck in the middle.

Free trade on steroids: The threat of the Trans-Pacific Partnership by US Democrats George Miller, Rosa DeLauro and Louise Slaughter

Many supporters of the proposed Trans-Pacific Partnership, or TPP, trade agreement are arguing that its fate rests on President Obama's bilateral talks with Japanese Prime Minister Shinzo Abe in Japan this week. If Japan and the United States can sort out market access issues for agriculture and automobiles, the wisdom goes, this huge deal ? in effect, a North American Free Trade Agreement on steroids ? can at last be concluded.

Why Facebook and Google are buying into drones

Back in the bad old days of the cold war, one of the most revered branches of the inexact sciences was Kremlinology. In the west, newspapers, thinktanks and governments retained specialists whose job was to scrutinise every scrap of evidence, gossip and rumour emanating from Moscow in the hope that it would provide some inkling of what the Soviet leadership was up to. Until recently, this particular specialism had apparently gone into terminal decline, but events in Ukraine have led to its urgent reinstatement.
