States? Role In Multistakeholder Internet Governance Evolving

As the global internet governance landscape started without states in the foreground, the multistakeholder model and the participation of governments in it is still evolving, a recent panel of experts said.

< <http://www.ip-watch.org/2014/06/16/states-role-in-multistakeholder-internet-governance-evolving/> http://www.ip-watch.org/2014/06/16/states-role-in-multistakeholder-internet-governance-evolving/>

Internet governance: Brazil taking the lead in international debates - This is the third in a series of articles based on the Index report: Brazil: A new global internet referee?

Key debates are under way at international level on internet governance, with crucial decisions up for grabs that could determine whether the internet remains a broadly free and open space, with a bottom up approach to its operation ? as exemplified in part by the multistakeholder approach ? or becomes a top-down controlled space as pushed for by China and Russia, supported to some extent by several other countries.

Protecting Internet Freedom and American Interests: Required Reforms and Standards for ICANN Transition by Paul Rosenzweig, Brett D. Schaefer, James L. Gattuso and David Inserra

Abstract: The U.S. should not end its role in the assignment of Internet names and numbers before adequate checks and balances are put in place to ensure that an independent ICANN acting without U.S. oversight is transparent and accountable, and cannot be hijacked by governments or intergovernmental organizations. The conditions articulated by the National Telecommunications and Information Administration give little practical guidance or details on what would constitute an acceptable alternative mechanism. Congress should define and detail minimum protections, including protections to preserve freedom of expression and reforms designed to enhance ICANN accountability and insulate it from government capture, which must be in place before the U.S. will agree to the transition.

What the U.S. Must Do to Ensure the Internet Remains Free

Will the Internet continue to be the bastion of freedom and engine of economic growth it has been so far? That may be decided by events to take place over the next year.

< <http://dailysignal.com/2014/06/18/u-s-must-ensure-internet-remains-free/> http://dailysignal.com/2014/06/18/u-s-must-ensure-internet-remains-free/>

Internet governance in transition: What's the destination?

The U.S. government's decision to relinquish its historic role in Internet governance has set in motion a transition with no clear resolution. The Department of Commerce has asked ICANN to "convene stakeholders across the global Internet community to craft an appropriate transition plan," but where this will lead is anyone's guess. What is clear is that the transition provides both the opportunity for, and the necessity of, undertaking a fundamental reevaluation of ICANN's accountability mechanisms.

Connecting the Global Community: Teleconference Interpretation Support in the Six UN Languages + Portuguese by Sabrina Mosquera

ICANN's Language Services Team has reached one more milestone: we now provide teleconference interpretation support in the six official United Nations (UN) languages and Portuguese. This recent accomplishment is in line with ICANN's Public Responsibility Framework and, more importantly, translates into more community members being able to connect, communicate and interact in a truly multistakeholder and inclusive fashion.

Hoo-ha erupts over WHOIS validation

Registrars and registrants alike have begun voicing concerns about the cost and impact of WHOIS validation procedures imposed under the 2013 Registrar Accreditation Agreement. This obligation to verify email contact addresses listed in the WHOIS of gTLD and new gTLD domain names has already resulted in some websites going offline, and such cases will no doubt increase as the number of registrants receiving notices expands.

New gTLDs Race to the Bottom With Domain Giveaways? by David Mitnick

The new .BERLIN domain added 67,000 new registrations early this week and another almost 6,000 yesterday. This occurred after a few registrars ran a promotion offering free .BERLIN domains. As reported at DomainIncite, over a 1/3 of these domains were purchased by one registrant - making them the largest "landowner" in .BERLIN. Giving away domains may be a good short term business practice... But the geographical domains are not supposed to be generic.

Personal Clarification Regarding .XYZ Article by Philip Corwin

Several days ago I posted an article ? ?ICANN is Missing in Action on .XYZ? ? expressing my personal views regarding Network Solutions? involuntary opt-out registration of .XYZ domains for its existing customers. It was posted, as many of my opinion pieces are, at both the website of the Internet Commerce Association, which I have served as Counsel since its founding in 2006, and at CircleID.com; the two websites attract different audiences. The article was not requested by the ICA and does not represent any official policy of the ICA in regard to such involuntary domain registrations. The ICA has not yet adopted any position on this practice.

Protecting Your Brand in the New .XXX TLD

ICANN recently established procedures for the use of .XXX as a new TLD like .COM, .NET, and .ORG. However, unlike those other TLDs, .XXX has been designed to clearly signal adult content on the Internet. Given the connection between .XXX and adult content, many brand owners outside the adult industry have reasonable concerns about protecting their name and brand from use with the .XXX TLD.
