The 9th annual Internet Governance Forum (IGF) meets in Istanbul this year from 1 to 5 September. As with IGF Bali last year, the meeting will be a chance for human rights advocates, members of government, industry representatives, the technical community, academics, and others from around the world to come together and discuss issues related to Internet policy and governance. Recently the United States district court for the District of Colombia issued a judgment permitting the seizure of .IR and Iranian IP addresses. The court recognized all IP addresses and domain names managed by .IR ccTLD as assets that could be seized by the victims of terrorist activities as compensation. This included not only those owned by the Iranian government but also those owned by Iranians and all non-Iranians that own .IR domains. In doing so, the court was attempting to enforce other judgments that had been issued against Iran but were unenforceable because the Islamic Republic lacked seizable assets in the US.

Netcraft: August 2014 Web Server Survey

Despite losing more than six million hostnames and its lead over Apache shrinking to 2.13 percentage points, Microsoft managed to retain the top spot it snatched from Apache last month. Many of the lost hostnames that were using Microsoft IIS belonged to a single Chinese link farm; these sites typically last just a few months and so such volatility in the number of hostnames is no surprise.
