Use Our Plan Or Delay Transition: ICANN Board

The transition of U.S. stewardship over key technical domain name system
functions should be delayed to allow for a test period if Internet
community-proposed ICANN accountability enhancements are adopted, ICANN's
board of directors said in comments released late Sept. 11.

The Emergence of Contention in Global Internet Governance

This paper examines some of the key areas of contention in Internet

ICANN Announces New Continued Operations Instrument (COI) Amendment Service

ICANN today launched the Continued Operations Instrument (COI) Amendment
Service. This service will provide a method for Registry Operators to
request changes to the level of funding in their COI. The COIs are an
important part of safeguarding the operation of top-level domains (TLDs) by
ensuring sufficient financial resources to cover critical registry functions
in the event of registry failure.

and ongoing engagement and participation of the GNSO Review Working Party,
Westlake Governance formulated their conclusions.

Is This a Hack or an Attack? by Dave Piscitello, VP Of Security And ICT
Coordinator

Nearly every day, we see news stories or tweets that reveal another "cyber
attack" against a well-known brand, bank or government agency are
commonplace today. These are almost always characterized as sophisticated
hacking schemes. Some are described as acts of hacktivism. In an effort to
characterize certain attacks as the most sophisticated ever, one
enthusiastic Wikipedia contributor uses the phrase advanced targeted
computer hacking attack. However, the reality is that a cyber attack doesn't
necessarily involve hacking, and a great many hacks have nothing to do with
attacks.

One Step Closer to an Accountable ICANN by Alex Deacon

We believe that certain updates in the latest draft that limit the scope of
ICANN's Mission, as specified in paragraph 188, could explicitly prevent
ICANN from actively enforcing its contracts with Registries and Registrars
or use contracts as a tool to implement consensus policies in the future. We
suggest in our comments that revised bylaw text be added explicitly stating
that the enforcement and creation of ICANN's contracts with Registries and
Registrars.

Disconcerting U.S. Cyber Deterrence Troubles Continue

Two weeks ago the newspapers were filled with leaked threats that the U.S.
government was ?developing a package of unprecedented economic sanctions
against Chinese companies and individuals who have benefited from their
government?s cyber theft of valuable U.S. trade secrets.? At the time I
wrote that I was ?skeptical that we will see anything more than symbolic or
nominal sanctions, if that,? and showed that for years ?the administration
has considered and threatened sanctions against China for its cybertheft,?
but ?little if anything ever happens.?

MOBILE/WIRELESS

The Changing Mobile World

Today?s Internet is undoubtedly the mobile Internet. Sales of all other
forms of personal computers are in decline and the market focus is now
squarely on tablets, ?smart? phones and wearable peripherals. You might
think that such significant volumes and major revenue streams would underpin
a highly competitive and diverse industry base, but you?d be wrong. In 2014
84% of all of the new mobile smart devices were using Google?s Android
platform, and a further 12% were using Apple?s iOS system. This
consolidation of the platform supply into just two channels is a major
change. Further changes are happening. In a world as seemlingly prodigious
as the mobile Internet it?s scarcity that is driving much of these changes,
but in this particular case it?s not the scarcity of IPv4 addresses. It?s
access to useable radio spectrum.
