GOVERNANCE

Don?t give up on membership! by Milton Mueller

Most of the ICANN community is headed to ICANN 54, the critical meeting in
Dublin where some kind of an agreement on accountability reforms needs to be
reached if the historic IANA transition is to take place.

The U.S. Must Reject the ICANN Transition If Accountability Falls Short

Since the U.S. NTIA first announced that it intended to transition U.S.
oversight of ICANN to the global multi-stakeholder Internet community in
March 2014, the multi-stakeholder community has been working diligently on
proposals to ensure that ICANN remains accountable and the Internet remains
stable, secure, and resilient absent U.S. oversight.

Hopes for Dublin by Jordan Carter

As the 54th ICANN Meeting in Dublin approaches, CCWG-Accountability member
and InternetNZ Chief Executive Jordan Carter sets out his hopes for the
meeting, and his firm conviction that a path to consensus and speedy
resolution of the accountability debate is open ? and should be grabbed.

WSIS Beyond 2015: A Peek at the Preparations for the UN High Level Meeting

The eagerly anticipated draft outcome document for the UN General Assembly?s
December High Level Meeting on the review of the WSIS appeared fashionably
late last week. At the two major summits in 2003 and 2005, which together
were known as ?WSIS?, UN Member States agreed to a number of activities
aimed at bringing the benefits of information and communications
technologies (ICTs) to everyone in the world, and in particular to those in
the developing world.

Internet mushrooms toward 300 million domains, boosting language diversity

The U.S. Dept. of Commerce will soon cede control over the names and numbers
at the heart of the Internet to a group of global stakeholders. With
expanded international oversight for nonprofit ICANN ? the organization
responsible for maintaining the technical stability of the online world ?
non-American content and languages other than English are set to gain a
broader foothold.

Rx for Dublin Progress: Board Transparency, Specificity, and Community
Acknowledgement by Philip S. Corwin

In just a few days the ICANN 54 meeting will be up and running in Dublin,
and schedule revisions are being implemented to devote even more time to
discussion of accountability measures to accompany the transition of IANA
stewardship. These developments come in the wake of the ICANN's Board
pronouncement that it will not support either the "sole member" model (SMM)
devise by the CCWG-ACCT (CCWG) after ten months of intensive labor, or even
the "designator" model that it was considering as a possible fallback.

VeriSign: The New Domain Name Game

A vast majority of the websites we visit on a daily basis end with the most
common domain extensions in the world ? .com and .net. As of June 30 this
year, these two domain names accounted for almost 134 million of the 296
million domain names registered, all of which are sold and maintained by
VeriSign. However, with the recent introduction of new gTLDs, this number
could possibly see some shrinkage. Could this pose a threat to VeriSign?s
top earning commodity (subscriptions of which account for a large part of
revenues)? Probably not.

security mechanisms across your organization to ensure sufficient coverage

VeriSign: The New Domain Name Game

A vast majority of the websites we visit on a daily basis end with the most
common domain extensions in the world ? .com and .net. As of June 30 this
year, these two domain names accounted for almost 134 million of the 296
million domain names registered, all of which are sold and maintained by
VeriSign. However, with the recent introduction of new gTLDs, this number
could possibly see some shrinkage. Could this pose a threat to VeriSign VRSN
-0.97%?s top earning commodity (subscriptions of which account for a large
part of revenues)? Probably not.

Mobile Search Tops at Google

Searches on Google have gone mobile. This summer, world-wide Google searches
on mobile devices surpassed those on personal computers for the first time,
Amit Singhal, head of search at Google parent Alphabet Inc., said at the
Recode Mobile conference on Thursday. Those figures exclude searches done on
tablet computers, he said.

Dallas Buyers Club Refuses to Give Up on Australia Piracy Battle

Dallas Buyers Club (DBC) is pressing ahead with efforts to bring its piracy
lawsuit business model to Australia. Despite a big setback in August which
meant the company would have to post a AUS$600,000 bond before contacting
4,726 alleged infringers, DBC has now returned to court with a counter-offer
targeting just 10% of that amount.

Online Piracy Drops in Australia, Thanks to Netflix

For the first time in years, online piracy rates have dropped significantly
in Australia. The downswing coincides with the launch of Netflix, which
played a key role as most consumers who say they are pirating less cite
legal alternatives as the main reason.

The new world of Australia?s data retention scheme begins on Tuesday. From
now, certain types of phone, internet and location data will be compulsorily
swept up by telecommunications companies for the benefit of government
agencies.

We have just learnt that 84 per cent of internet service providers in
Australia have not met the deadline set by the federal government for them
to start collecting metadata. And 61 per cent are asking for some exemption
or variation in the requirements specified in the legislation.
