A New Interactive on Global Internet Policy and Governance Challenges

It?s almost clich? to say that the Internet?s transformative power has
created challenges for governments on a host of policy issues. Countries
disagree over privacy, espionage, cybersecurity, appropriate state behavior
in cyberspace, trade, and freedom of expression. Devising solutions to these
challenges is complicated by the Internet?s complex and nontraditional
governance structure. While this has enabled the Internet to grow with
incredible speed, it is struggling to cope as the next billion people come
online.

We're Almost There
IANA Stewardship Transition by Kathy Brown

Since Friday, I have been listening to and, yes, talking to many in Dublin
who are engaged in the multistakeholder effort to transition the IANA
functions. Our goal is an orderly transition that both reaffirms the
strength of the global multistakeholder model while protecting and
preserving the coordinated, well-functioning administration of the unique
identifiers that are the core of the technical genius of the Internet.

Battle lines drawn over content policing, fracture between IP community and
registrars intensifies [subscription]

This week at the ICANN meeting in Dublin, one hot button issue has been
responsibility for combatting abuse and illegal activity online. The debate
has been intense, with ICANN and registrars seeking to avoid a ?content
policing? role. This week?s discussions have also highlighted a fracture
between the IP community and registrar stakeholders.

ICANN Accountability Takes Center Stage at Dublin Meeting by J. Scott Evans

With the ICANN 54 meeting in Dublin in full swing, the internet stakeholder
community should be assessing where the IANA transition and ICANN
accountability proposals stand and where they will need to go before a
transition occurs. At the IANA Stewardship Transition Coordination Group
meeting in Los Angeles last month, the consensus seemed to be all systems
are go for launch.

U.S. Bypasses ICANN Debates on Domain Privacy with Closed Room Deals at the
OECD and TPP

Today ICANN's GNSO Privacy & Proxy Services Accreditation Issues Working
Group is discussing the comments that EFF and thousands of others made in
response to proposals to clamp down on the availability of privacy proxy
services by domain registrants. Those plans could have prevented registrants
from using such services to shield their personal information from public
view?but the news from the Working Group session on that count is relatively
good. It seems that the Working Group will accept that privacy services
should remain generally available, including by those who use their domain
names commercially.

Domain Registrars Have to Ask ICANN's Permission to Comply With Laws

What happens when ICANN's rules that require domain name registrars to
publish domain owners' personal data in a public database, conflict with the
data protection laws in countries where those registrars operate?

Voluntary Practices and Rights Protection Mechanisms: Whitewashing
Censorship at ICANN

Perhaps the toughest challenge facing any putatively multi-stakeholder
governance process is its capture by vested interests. ICANN is a textbook
illustration of this. Ever since its formation, public interest advocates
have been engaged in a struggle to assert their influence within ICANN
against an onslaught of intellectual property lobbyists, intent on stacking
every committee and process with their own trademark, copyright and patent
lawyers.

Domain privacy will die if #TPP becomes global law

Last summer, thousands of organizations and individuals wrote to ICANN to
defend domain-name proxies that keep registrants' personal information
private -- a crucial facility used by people in danger of political or
personal reprisal, from people fleeing gender violence to dissidents
documenting human rights abuses.

Google is rejecting calls from copyright holders to remove entire domain
names from Google search based on copyright infringements. In a letter to
the U.S. Government the company points out that this would prove
