I've included much of Leni's suggestions and re-structured the
document.  In outline, it now is:

Draft ADNA .com.au Policy Document

1. General statement of what the 2LD is about and how it is
administered.
2. License terms - ie. duration, etc
3. Criteria for getting and renewing a .com.au license - ie. how to
become and remain a .com.au DNA
4. Revocation - ie. under what circumstances ADNA may cancel a
license of a .com.au DNA
5. Dispute Resolution policy - ie. what happens if there's a
disagreement
6. Code of Practice - relates to DNA's relationships with its
customers
7. 2LD name allocation policy - describes what organisations can and
can't get a .com.au domain name, and what names are/aren't
allowable.

I'll post the full revised document later tonite - have to get home
to take kids to guides, cubs, etc. :)
