A few people on this list would know about another mailing list
that was started a few weeks ago: aussie-yaks, for help desk
staff.  Having experienced the Todd Factor, we put some thought
into how to stop the list dying under a deluge of crap without
actually having to censor people on a message by message basis.

The list has a limit of five messages per person per day.  There
are a number of other limits (no attachments), but the 5 per day
limit would seem to remove the major non-content related problem.

We'd be more than happy to have the list added under the
auspices of WAIA.  The IIA list has history though, and it
would be more sensible to fix the problems here.
